JB Marks Local Municipality, under the leadership of Ward 19 Councillor Cllr. Simon Molefi Moretsi, is taking a decisive step in supporting youth empowerment through the Ward 19 Learners License Program. This initiative, anchored in the #RaethomaRaefetsa and #YouthLearnersLicense campaigns, is designed to help young residents in the ward gain access to driving knowledge and legal road usage credentials.

Program Overview

The Learners License Program specifically targets young people aged 18 to 35, reflecting a commitment to building a generation that is both skilled and self-reliant. The ability to drive legally opens doors to employment, enhances personal freedom, and supports community mobility, key tenets of youth development in South Africa.

Key Requirements

Interested participants must ensure they meet the following documentation and preparation criteria:

• Two ID photographs

• Eye test results

• Study of the K53 manual

These requirements ensure candidates are adequately prepared for the learner’s license test and fulfill all pre-test formalities as per South African road authority standards.

It is critical for all applicants to register their name and address with the nearest Ward Committee Member, regardless of whether they have completed all requirements at the time of registration. However, only those who submit complete and relevant documentation will be considered on the due date.
