Home Affairs Launches Historic Digital Partnership with Banking Sector to Modernize ID Services

In what is being hailed as the most significant technological advancement in the history of the Department of Home Affairs (DHA), the new Digital Partnership Model officially went live yesterday, March 9, 2026. This landmark initiative, spearheaded by the Minister of Home Affairs, Dr. Leon Schreiber, marks a shift toward a "Home Affairs @ home" strategy, utilizing the existing infrastructure of South Africa’s major banks to eliminate long queues and modernize citizen access to essential documents.
The Dawn of Digital Identity Access
The launch signals the transition from the old "pilot" setup, where Home Affairs officials occupied small desks within banks, to a fully integrated, API-based Digital Gateway. Under this new model, banks connect their secure systems directly to the DHA’s National Population Register.
This allows citizens to complete applications via high-tech self-service terminals (SSTs) or bank interfaces in as little as five to ten minutes, without the need for manual paperwork or pre-booked appointments on the eHomeAffairs portal.
The Capitec branch in Howick is among the first in the country to debut this service. Residents of the uMngeni community now have the local opportunity to bypass traditional Home Affairs offices, which are often overstretched and under-resourced.
Scope of Services and Rollout Phases
For the initial launch phase, the service is specifically focused on high-volume identity needs. Eligible South Africans can now visit participating branches to:Convert Green ID Books to Smart ID Cards: This includes qualifying naturalized citizens and permanent residents.Apply for Smart ID Re-issues: Targeted at those whose existing Smart ID cards have been lost, stolen, or damaged.
While current services are limited to Smart IDs, the Department has confirmed that later in 2026, the model will expand to include first-time ID applications, passport renewals, and home delivery services via courier.
Participating Banks and Regional Availability
As of yesterday’s launch, Capitec and Standard Bank are the primary partners with live branches. First National Bank (FNB) is reportedly in the final stages of testing and is expected to activate its digital gateway shortly. For residents in the North West and surrounding regions, the following branches have been identified as participating in the broader banking partnership:

Minister Schreiber emphasized the security of the new system, noting that the digital integration reduces the potential for fraud and corruption. "You cannot bribe a computer," the Minister stated, highlighting that the automation of these services ensures a fair, transparent, and dignified experience for all citizens.
Moving Toward a Paperless Future
The government has set an ambitious target to scale this partnership to 1,000 participating bank branches by 2029. By decentralizing these services, the DHA aims to refocus its own internal resources on more complex cases, such as documenting the millions of South Africans currently off the national grid, while the banking sector handles the high-volume "routine" applications.
This digital leap represents more than just convenience; it is a fundamental restructuring of how the South African state interacts with its people, moving away from the "waiting room" era and into a future defined by efficiency and technological security.
