The JB Marks Local Municipality has officially issued a public notice convening a critical participation meeting scheduled for Thursday, 19 March 2026. This gathering is a central component of the municipality’s oversight process regarding the 2024/2025 Annual Report. In accordance with Section 129(3) of the Municipal Finance Management Act (MFMA), the Municipal Council is legally required to consider the performance report and provide a platform for the local community to submit formal representations and comments.
The invitation, issued by the Office of the Municipal Public Accounts Committee (MPAC), underscores the local government's commitment to transparency and legislative compliance. By opening the floor to members of the public, stakeholders, and interested parties, the municipality seeks to validate its reported achievements and address service delivery gaps identified during the previous fiscal cycle.

Meeting Details and Oversight Leadership
The public engagement session is spearheaded by the MPAC Chairperson, Cllr. Rufane Alistair Makousa, whose office is responsible for the independent review of municipal spending and performance. The meeting is set to take place at the Madiba Banqueting Halls starting at 17h00. This venue serves as a central point for residents from across the municipality to gather and provide direct input on the contents of the Annual Report.
The MPAC plays a vital "watchdog" role within the council structure. During this session, the committee will facilitate discussions on how public funds were utilized and whether the targets set out in the Service Delivery and Budget Implementation Plan (SDBIP) were met. This process ensures that the executive arm of the municipality remains accountable to the constituency it serves.
