JB Marks Municipality Halts New Development Approvals Due to Sewer Capacity Concerns

On 20 May 2025, JB Marks Local Municipality formally notified developers of a temporary suspension on all new development approvals within its jurisdiction. The decision stems from growing concerns about the capacity and reliability of the municipal sewer infrastructure, which is currently operating beyond its intended limits.

Infrastructure Under Strain
According to the memorandum issued by the Acting Director of Technical Services, Mr. M. Legoete, several critical factors have contributed to this decision:
Overcapacity of Sewer Pipelines: Existing pipes are exceeding their hydraulic design limits, resulting in frequent blockages and overflows.
Pump Station Limitations: Pump stations are running under excessive load conditions, leading to operational inefficiencies and risk of failure.
Aging Infrastructure: The sewer network has significantly deteriorated, leading to recurring breakdowns and unreliable service delivery.
One-Year Suspension Period
The municipality has imposed a 12-month moratorium, effective immediately, on the approval of all new rezoning, subdivision, and development applications. This suspension is intended to:
Allow for comprehensive planning and assessment of current and projected sewer system demands.
Enable the municipality to prioritize and implement upgrades to the aging infrastructure.
Support long-term sustainability and reliability of sewer services for both current and future developments.
Impact on Ongoing Projects
While no new applications will be processed during this suspension period, existing approved developments that are already under construction will be allowed to proceed, subject to compliance with all municipal regulations and service requirements.
