The JB Marks Local Municipality’s Housing Development Department, under the leadership of MMC for Housing Development and Planning, Councillor Adré Lee-Rail Swarts, has begun issuing outstanding lease agreements to residents of Promosa Hillside (Portion 1 and 2) and Graveside (Portion 2).

Ensuring Service Delivery Despite Challenges
The handover took place on 22 August at the Promosa Hillside entrance. Despite strong winds and difficult weather conditions, municipal officials continued with the process to ensure that beneficiaries received the long-awaited agreements. The initiative forms part of the municipality’s ongoing efforts to fast-track housing service delivery and provide residents with the security of formal lease documentation.
Community Support and Collaboration
The day’s proceedings were made possible thanks to community cooperation. Special recognition was given to local resident, Uncle Locky, who generously offered his yard as a temporary venue after the weather disrupted initial arrangements. His support, along with that of residents who braved the conditions, highlighted the spirit of collaboration between the municipality and the community it serves.

A Step Towards Housing Security
For beneficiaries, the issuing of lease agreements represents more than paperwork – it is a step toward dignity, housing security, and access to services. The Housing Development Department reaffirmed its commitment to ensuring that every qualifying resident receives their documentation, emphasizing that effective service delivery depends on partnership between government and the people.
The municipality noted that this milestone strengthens the foundation for future housing development and community growth, signaling its determination to improve the living conditions of residents in Promosa and beyond.
