Matlosana Municipality Transitions Meter Reading In-House, Promises Accurate Billing by February 2026

The City of Matlosana has issued an update concerning its meter reading processes and ongoing internal operational improvements, effective from Thursday, December 4, 2025. The municipality is currently undertaking an initiative to bring meter reading functions fully back under municipal management control. This transition involves a phased approach to ensure that newly appointed meter readers are comprehensively trained to capture the most accurate readings possible.

Billing and Reading Transition Details
During the current transitional phase, interim readings have been applied to accounts where physical meter readings were not available. The municipality acknowledges that these interim readings may, in some instances, appear either higher or lower than a consumer's average consumption.
The City reassures the public that from February 2026, consumers are expected to begin experiencing the positive impact of the improved processes. The capture of accurate actual readings will then assist in correcting any interim readings and help ensure that future billing is both fair and reflective of actual usage.
Arrears Billing and Financial Adjustments
The Municipality confirms that all meter readings, including those submitted by consumers through any available channels, will currently only reflect on accounts and be used for billing in the following month. This is because the Municipality presently charges for consumption one month in arrears. This operational approach forms part of a broader programme to modernise operations and transition to a current-month billing system in the future.
In recognition of the temporary inconvenience during the transition, consumers are advised to pay their accounts based on what they expected to pay until their actual readings reflect on their account. Furthermore, the application of credit control and debt collection for November 2025 will be applied to October 2025 outstanding balances only. The City has apologised for any inconvenience experienced during this period.
