Merafong City Establishes Strategic Framework for 2026/2027 Through Policy and Partnership

Merafong City Local Municipality has initiated its governance cycle for the new period, marked by the rollout of financial frameworks, strategic developmental planning, and corporate engagements. As the municipality moves into the second quarter of 2026, the leadership is focused on aligning local administrative goals with provincial and national mandates. This approach seeks to manage the region’s economy and service delivery requirements within the context of its industrial and mining landscape.

Mayoral Committee Reviews Strategic Alignment and Financial Frameworks
On 18 March 2026, the Mayoral Committee convened to deliberate on two foundational documents: the draft Integrated Development Plan (IDP) and the draft Annual Medium-Term Revenue and Expenditure Framework (MTREF) for the 2026/2027 financial year.
The session focused on ensuring these documents align with the Gauteng 13+2 Priorities. Additionally, the frameworks incorporate the six pillars of the African National Congress and priorities from the January 8th Statement. These drafts serve as the primary plan for resource allocation and revenue management over the upcoming three-year cycle, preparing the way for formal council consideration.

Draft IDP and Budget Tabled Before Ordinary Council
Following the committee reviews, the Merafong City Local Municipality transitioned to the legislative phase on 25 March 2026. During a scheduled Council meeting, the reviewed draft IDP and the 2026/2027 draft Budget were formally presented.
The IDP is the principal strategic instrument used to guide planning, budgeting, and decision-making within the municipality. The tabling of these documents is a standard procedural step in the local government calendar, occurring prior to the public participation process where residents and stakeholders review proposed municipal spending and development projects.

Harmony Gold and Municipality Review "Re-imagining Merafong" Progress
On 30 March 2026, a stakeholder engagement was held between the municipality and Harmony Gold. Executive Mayor Cllr Nozuko Best and Harmony Executive Director Dr. Mashego Mashego led the meeting to receive progress reports on Social and Labour Plans (SLPs) and Corporate Social Investment (CSI) initiatives.
The discussions covered several key areas:
Supplier Development: Progress on procurement and enterprise initiatives for local businesses.
Vision 2025: A review of the "Re-imagining Merafong" strategy, which aims for inclusive growth.
Economic Transformation: Strengthening the collaboration between the mining sector and local government to facilitate sustainable development opportunities.
Mayor Best noted that these engagements are part of an ongoing commitment to municipal functionality and the acceleration of service delivery for the community.

Leadership Issues Safety Call for Easter Weekend
On 31 March 2026, the local leadership addressed the community regarding the Easter period. Executive Mayor Cllr Nozuko Best issued a call for road safety, emphasizing the need for wisdom, alertness, and patience among drivers. The Mayor stated the importance of preserving lives and ensuring safe reunions for families during the holiday.
The Chief Whip of Council, Thabo Mokuke, concluded the session by sharing a message of spiritual encouragement and protection. This outreach reflects the municipality's seasonal focus on road safety and the promotion of responsible behavior among travelers and residents during the Easter weekend.
Through the coordination of financial planning, corporate partnerships, and public safety initiatives, Merafong City Local Municipality is preparing for the 2026/2027 fiscal year.
