If you are looking to buy or lease land from the City of Matlosana, there is a new administrative change coming to your wallet. The municipality recently issued a formal notice (Notice no: 03/2026) regarding Ad Hoc Valuations.
While "Ad Hoc Valuations" sounds like complex legal jargon, the impact on residents and business owners is quite straightforward. Here is a breakdown of what this means for you.

What is an "Ad Hoc Valuation"?
When someone wants to buy or lease municipal land, the city must determine exactly what that property is worth. This ensures that public land isn't sold too cheaply and that the community gets a fair deal. This specific, "on-demand" appraisal is called an Ad Hoc Valuation.
The Big Change: You Pay the Fee
Previously, the municipality might have absorbed some of these costs. However, citing a need for financial sustainability, the City of Matlosana has announced:
Non-Refundable Fees: Starting July 1, 2026, the cost of these valuations will be passed directly to the person or business applying for the land.
Upfront Payment: This fee must be settled before your application for acquisition or lease is processed.
No Refunds: Even if your application is later denied or you decide not to go through with the deal, you will not get this money back.

Why is this happening?
The municipality is following two major South African laws:
The Municipal Systems Act (2000): This requires the city to set fees that keep services financially stable.
The Municipal Finance Management Act (2003): This ensures the city handles public assets (like land) transparently and gets a fair market price for them.
The city has stated that its current financial position "prohibits it from covering" these charges anymore. By shifting the cost to the applicant, the city ensures that the general taxpayer isn't footing the bill for private land deals.
