North West ANC Consolidates Mandate for Renewal and Economic Justice Ahead of National General Council

North West Delegates Forge United Front for NGC


The African National Congress (ANC) in the North West province successfully concluded its two-day Provincial General Council (PGC)  on November 30, following intensive strategic deliberations held at the Potchefstroom Banquet Hall. Convened under the guidance of ANC National Chairperson, Cde. Gwede Mantashe, and NEC Deployee, Cde. Mduduzi Manana, the PGC was a critical step in preparing the provincial delegation for the upcoming ANC's 5th National General Council (NGC). 


The entire proceeding was framed by the national theme, "The Year of Renewal: Making the ANC a More Effective Instrument of the People to Achieve the Vision of the Freedom Charter". The council focused on issues of renewal, internal unity, and transforming the ANC into a more effective instrument to address the people's aspirations, particularly unemployment and service delivery failures.

Focus on Organisational Integrity and Ethical Leadership


Delegates engaged deeply across five key commissions, with the cornerstone being Organisational Renewal and Integrity. This discussion acknowledged the necessity of restoring the party’s damaged credibility, focusing on advancing "ethical, capable, and activist leadership across society." The resolution demanded that ANC branches be actively rooted in communities, setting a standard of discipline and integrity central to the renewal agenda.   


Parallel commissions addressed the structural challenges facing the province:


  • Governance, Service Delivery & Coalition Management: This commission mandated an urgent response to melt the scourge of unemployment and profound service delivery failures, recognizing that many communities are suffering due to deteriorating infrastructure and insufficient public services. The discussions highlighted the importance of strengthening institutional capacity and maintaining political stability to drive development.   


  • Youth Mobilization, Education & Cadre Development: This work stream was structurally linked to the economic agenda, mandating a stronger emphasis on youth employment to reverse the alarmingly high unemployment rate, particularly among young people.   


  • Alliance Relations & International Solidarity: This commission reaffirmed the necessity of strengthening ties with key political and civil society allies.


Economic Transformation Mandate: Raw Minerals and Industrial Policy


The commission on Economic Transformation & Just Energy issued one of the most transformative mandates. Delegates demanded the implementation of a much more rapid and transformative industrial policy, specifically focusing on ensuring "the benefit of raw earth minerals into the hands [of] our people."


This mandate is a direct provincial application of the national strategy to leverage South Africa’s critical minerals wealth as a means to fundamentally rewire the economy. By focusing on local beneficiation, the province aims to transition away from a purely extractive economic model, linking mineral wealth exploitation directly to the fight against the triple challenge of poverty, inequality, and unemployment. Discussions on "Just Energy" were overseen by Cde. Gwede Mantashe, who concurrently serves as the Minister of Mineral Resources , ensuring the policy alignment with the government's pragmatic energy mix approach.   


Urgent Call to Action on Gender-Based Violence


In a crucial social mandate, the PGC called for an "urgent response to melt the scourge of Gender Based Violence and Femicide" (GBVF). This aligns with the national priority, coming shortly after President Cyril Ramaphosa's declaration of GBVF as a national crisis. The delegates’ commitment reinforces the need for decisive action and tougher policies to deter perpetrators, addressing the devastating reality that on average, three women are killed every day by an intimate partner in the country.

Unity and Revolutionary Readiness


The two-day meeting concluded with the North West ANC Provincial Chairperson, Cde. Dumile Patrick Nono Maloyi, delivering closing remarks to a unified plenary. The session demonstrated a consolidated front, including the solid presence of the Activist-Tripartite Alliance and the Progressive Youth Alliance (PYA). Chairperson Maloyi formally submitted to the National Chairperson, Cde. Mantashe, and Cde. Manana, the explicit readiness of the North West delegation, stating that the province is set to make a "plethora of revolutionary contributions" to the broad body of the party at the upcoming NGC. This strategic conclusion transforms high-level ideology into concrete, mandated objectives, positioning the North West province to champion the renewal strategy on the national stage.
