Crumbling Ground Beneath Merafong’s Progress
Carletonville and Khutsong, two major towns in the Merafong City Local Municipality, are facing an escalating environmental and infrastructural threat. Unrepaired sinkholes near their main water reservoirs are not only endangering critical infrastructure but also delaying major development projects that could create thousands of jobs.

Carletonville Reservoir: A Risk to the Water Network
At the Carletonville reservoir, located across from the 007 shopping complex, a large sinkhole has eroded much of the ground beneath one of the pipeline’s key braces. This pipeline connects the reservoir to the nearby pump station, and its compromised foundation now places the entire structure at serious risk of collapse.
The reservoir itself has not been operational since June 2015, when another sinkhole snapped the main pipeline leading to town. Although municipal contractors had been working at the site earlier this year, they have since left, leaving the critical repair work unfinished.
Recent observations revealed new cracks spreading beneath the pipeline, signaling an urgent need for stabilisation before further erosion occurs.
Rand Water Steps In, but Local Repairs Stall
While municipal repairs have halted, Rand Water recently intervened to fix another sinkhole in the same area, situated next to their own pump station. Their swift action contrasts sharply with the stagnation surrounding the municipality’s infrastructure, highlighting the urgent need for a coordinated response between local and regional authorities.
However, the Carletonville reservoir sinkhole remains unrepaired, and without intervention, the risk to water flow and public safety continues to grow.

Khutsong Reservoir: Another Hazard Waiting for Action
The situation in Khutsong mirrors that of Carletonville. A sinkhole near the local reservoir remains untouched, with only a bright yellow barricade marking the danger zone. While this safety measure helps to alert passersby, it does little to address the underlying geological instability threatening the area’s water supply system.
The delay in repair work not only jeopardizes water infrastructure but also compounds service delivery challenges already facing residents of Khutsong, an area long troubled by sinkhole activity due to unstable dolomitic ground.
Economic Impact: Development Projects on Hold
The unrepaired sinkholes have broader consequences extending beyond water supply concerns. In the Merafong Municipal Spatial Framework, officials have identified the Carletonville reservoir issue as a “critical infrastructure bottleneck.”
This unresolved damage is directly stalling major investment projects, including:
Merafong Bioenergy Park: Expected to create thousands of sustainable job opportunities.
Merafong Solar Farm Cluster: A renewable energy project with up to 1,000 potential jobs now on hold due to inadequate water infrastructure.
These setbacks have raised serious concerns about Merafong’s capacity to support future industrial growth and economic resilience.

Municipality’s Position: Waiting for Funding
When questioned, the Merafong Municipality confirmed that repairs will only begin once funding is received from Provincial and Disaster Management Centres. This delay underscores a recurring challenge in local governance, where urgent infrastructure needs often compete with limited financial resources and slow intergovernmental coordination.
While plans for remediation exist on paper, the absence of visible progress raises questions about accountability, long-term planning, and the municipality’s ability to manage critical infrastructure in dolomitic regions like Carletonville and Khutsong.
A Race Against Time
The sinkholes near the Carletonville and Khutsong reservoirs are more than just geological hazards, they are symbols of a fragile infrastructure network struggling under financial and administrative strain.
Without immediate intervention, Merafong risks not only a deepening water crisis but also the collapse of future development opportunities that could uplift the local economy.
