POTCHEFSTROOM — In a sweeping crime and safety operation on 17th August 2023, local authorities cracked down on criminal activities to enhance security measures for Potchefstroom residents. The operation, named "Operation Shanela / Vhuthu Hawe", took place from 07:30 to 16:00 and was spearheaded by the South African Police Service (SAPS) of Potchefstroom. The dedicated team of professionals involved in the operation included representatives from the North West Provincial Traffic, ICASA, Department Of Home Affairs (Immigration), and the Potchefstroom Community Police Forum (CPF). The meticulous planning and execution of the operation were under the leadership of Major General (Dr) R. Naidoo, with Colonel TJ Mahlangu, the SAPS Potchefstroom Visible Policing Commander, as the Operational Commander. The central message from the leadership was clear: intensify efforts against crime to ensure community safety. Major General Naidoo emphasized the need for a more significant police presence, advocating for "more boots on the ground". The primary areas of focus during the operation were the enforcement of the Second Hand Goods Act and the Road Traffic Act. An impressive sweep of the town led to the inspection of 28 cellphone stores by ICASA members. As a result of the operation's efforts, items with an estimated street value of R100,000 were confiscated from various stores in Wandelaan/Walter Sisulu. The seized items comprised: - 2 television sets - 41 wireless headsets - 30 digital speakers - 20 car chargers - 5 cellphones In addition, the team diligently conducted 1 Visible Crime Prevention (VCP), 22 ATM visits, 20 bank checks, 48 foot beats, 18 filling station inspections, 16 shopping mall patrols, and 6 taxi rank reviews. As Potchefstroom residents, we can rest a little easier knowing that such concerted efforts are in place to combat crime and ensure our safety. The act, designed to protect children from taking drastic measures such as suicide due to bullying, also enables children to apply for a protection order at the magistrates' court without requiring parental or guardian consent. The Focus on Restorative Justice While the law presents the possibility of detention for bullies older than 10, it emphasizes the principle of restorative justice. The primary objective is not to punish but to rehabilitate the perpetrators through specific programs and processes. The legislation aims to restore the balance that is disrupted when one child harms another, holding bullies accountable for their actions but focusing on their eventual rehabilitation. Legal Implications for Schools Under this new law, and in alignment with the South African Schools Act 84 of 1996, the state and, in some instances, public schools may be held liable for damages, injuries, or losses suffered by a pupil due to bullying. For example, a school that is aware of a student's persistent issues with bullies but fails to act could face liability for the harm inflicted upon the victim. The arrest followed a Crime Intelligence operation executed by the Potchefstroom Flying Squad. Syndicate Leader Sources revealed that in July 2023, the police received critical information regarding a suspected syndicate leader. This individual was allegedly instrumental in multiple armed robberies where victims were tracked to and from banks and then robbed of their cash. The accused had been on the police watchlist due to suspected involvement in crimes spanning the North West, Gauteng, and Mpumalanga provinces. High Speed Chase The situation escalated on Monday, 07 August 2023, when a robbery was reported in Ventersdorp. Eyewitnesses provided the police with vehicle descriptions connected to the crime, prompting an immediate lookout order. The vigilance of the members paid off when, around 21:30, the suspect’s vehicles were spotted on the R30 road, traveling from Ventersdorp towards Rustenburg. Attempts to intercept the vehicles led to a high-speed chase. With swift collaboration, Rustenburg Police and Patrollers were engaged, resulting in the apprehension of the two suspects. Stolen Firearm A search of the vehicles revealed a loaded firearm that had been reported stolen from Pretoria North in July 2022. Illegal possession of firearms and ammunition charges were leveled against 15 individuals, while 22 faced robbery charges. Other arrests included those for driving under the influence of alcohol, illegal liquor dealings, burglaries at residential and business locations, and numerous drug-related offences. Large Scale Operation The scale of the operation was vast. Police searched 1,344 individuals and inspected 1,056 vehicles. The operation extended its reach to licensed liquor establishments, second-hand goods vendors, and recyclers/scrapyards. This also resulted in the closure of seven unlicensed liquor outlets and the detention of 84 suspected undocumented foreign nationals. Confiscations During the operation, police confiscated an array of illicit items. Eight firearms, a significant amount of liquor, various narcotics including crystal meth and dagga, three cellphones, and one vehicle were seized. Specific to the raids in Boons and Koster, police apprehended individuals with large quantities of dagga worth R10,000 and others for dealing in counterfeit goods and liquor without a license. POTCHEFSTROOM - In an earnest move to address pressing societal issues, the Deputy Minister of Police, Mr. Cassel Mathale, spearheaded the Gender Based Violence & Femicide (GBVF) and the Substance and Drug Abuse Imbizo on Saturday, 12 August 2023, at the Ikageng Stadium. Collaborative Mission The Deputy Minister was not alone in his mission. He was supported by Deputy Ministers Ms. B Moloi from Employment and Labour, and Mr. J Jeffrey from Justice and Constitutional Development. Other notable attendees included Mr. Sello Lehari, MEC for Safety & Transport Management; Lt Gen Sibiya, the Deputy National Commissioner of Crime Detection; Lt Gen Sello Kwena, the North West Provincial Commissioner; Acting Mayor Cllr Mkhabela of JB Marks Local Municipality, and numerous senior managers from various government departments. Community Involvement The gathering was not just a bureaucratic exercise; community members were actively involved. They seized the opportunity to voice their grievances, spanning from resource shortages, requests for a new police station, stipends for Community Police Forum members, illegal mining concerns, the troubling rise in drug abuse, and alleged corruption within the police force. Corruption ion the Ranks On the thorny issue of corruption within the ranks, the Deputy Minister's stance was unequivocal: corruption will not be tolerated. Officers found engaging in corrupt practices will trade their blue uniforms for prison orange. He called upon community members to step forward with any information that could help root out any dishonest officers.
