JB Marks Local Municipality Initiates Public Participation for 5th Generation IDP

The JB Marks Local Municipality has officially launched its public engagement phase for the development of the 2026/2027 Integrated Development Plan (IDP) and Budget. As a critical component of local governance in South Africa, the IDP serves as a strategic roadmap designed to align municipal planning with the actual needs and priorities of the community.
Under the leadership of Executive Mayor Councillor Gaba Thithiba Ka Qhele, the municipality is calling upon residents and business owners to provide direct input into the 5th Generation plan, ensuring that future service delivery and infrastructure projects reflect the voices of those living within its borders.

Legislative Framework and Community Involvement
The invitation for public submission is rooted in several key pieces of South African legislation. Per Section 151 of the Constitution, municipalities are mandated to encourage the involvement of community organizations in local matters. Furthermore, the Municipal Systems Act 32 of 2000 requires the establishment of a "participatory governance" system, where the municipal council adopts an inclusive plan shortly after the start of its elected term. This current process is part of the broader 2022–2027 planning cycle, intended to foster a culture of transparency and shared responsibility between the government and the governed.
Public Participation Schedule and Venues
To facilitate this dialogue, the municipality has organized a series of ward-based meetings across the region throughout March and April 2026. These sessions allow residents to meet with their specific Ward Councillors to discuss localized issues.
The schedule includes:
March 31: Ward 31 at Goedgevonden Hall.
April 1-2: Wards 01, 18, 20, 27 (Chris Hani Hall) and Wards 17, 21, 26 (O.R. Tambo Hall).
April 6-9: Engagements at Promosa Hall, Gamatlabe Hall, Govern Mbeki Hall, and Lusaka Hall.
April 13: A collective session for Wards 02, 03, 05, 07, 15, 22, 23, 24, 25, and 28 at the Banquetting Halls.
April 14-15: Final sessions for Wards 29, 30, and 31 at Extension 2 Hall, and Wards 32, 33, and 34 at Extension 4 Hall.
All meetings are scheduled to begin at 17:00 to accommodate working citizens.
