Merafong City: Executive Mayor Leads Joint Operation to Enforce By-Laws and Strengthen Community Safety

The Executive Mayor of the Merafong City Local Municipality, Cllr Nozuko Best, led a comprehensive enforcement operation aimed at upholding municipal by-laws and ensuring compliance with the Credit Control Policy. The initiative formed part of the municipality’s broader strategy to strengthen governance, promote accountability, and improve service delivery across communities.
Mayor Best was joined by several Members of the Mayoral Committee (MMCs), including MMC Moyeni (Finance), MMC Mangaliso (Public Safety), MMC Mbaliso (Local Economic Development), and MMC Mganu (Water and Sanitation + Energy). Together, they reinforced the municipality’s commitment to good governance through direct oversight and community engagement.

Collaborative Enforcement Effort
The enforcement drive was conducted in partnership with key institutions and community safety organisations, including the South African Police Service (SAPS), Amapanyapanya, Department of Home Affairs (Immigration Officers), Wenzile Phaphama Security Services, and Gladiator Community Protection.
This multi-stakeholder approach demonstrated the power of collaboration between government, law enforcement, and civil society. Each partner contributed its expertise to ensure compliance, protect public spaces, and restore order in areas where by-laws had been disregarded.
The operation addressed a range of issues, including illegal trading, by-law violations, safety hazards, and non-compliance with municipal credit and service policies. The presence of municipal officials and enforcement officers underscored Merafong’s stance on accountability and its zero-tolerance policy toward misconduct or negligence.
